well I am just wondering what the 'expression' blow off means referring when someone asks a question that another person doesn't want to answer?

it means they just ignored the question or avoiding it.

Well that all depends upon the question you asked and whom you asked it of.
It may be that your question was disrespectful, offensive, none of your business. On the other hand maybe you were talking to a jerk. Could be the person was having a bad day and had too much going on to even speak...
