why are first bubbles allowed to escape
when collecting h2 gas

If you want to collect pure gas, in industries it is called flushing, means to remove air and then collect pure gas.

Because they will largely be air, which was contained in the rest of the apparatus. The hydrogen has to push this air out first before you can collect actual hydrogen.
