It's not against the law to take someone's picture unless they have a reasonable assumption of privacy (such as in a locker room or dressing room). It's only illegal to PUBLISH their picture without their permission, and there are times when that doesn't apply.

You can take anyone's picture AND publish it, whether they are on private property or not (as long as you don't go on private property to get it). No one has an expectation of privacy outside of their homes, except in public restrooms and such.

No...but make sure the picture you've taken wasn't on private property, or in any way violating any type of law.

It seems that the news people do this for a living, so...

I have heard that you might get in trouble for taking a
cops picture under certain circumstances, but not sure.

The camera can go where the eye goes. You can take anyone's picture as long as it is in a public place.
