Adolf Hitler And Joseph Stalin are clearly the top 2, and the order of who was worse is debatable.
It's the 3rd slot that's the question... although I'd probably lean towards Mao Zedong.

3rd:Stalin. Most of his victims were Russians...that counts, I think...not to mention he killed more people than Hitler
2nd:Mao. Just like Stalin, he killed millions of his own people. Cultural Revolution, which was raged by Mao, is definitely the most insane thing ever happened during the 20th century
1st::Hitler...Yes, Stalin and Mao killed more people than Hitler did. But there had been many dictators killing his people, and bunch of conqueror murdering foreigners...but only few tried to wipe out a race just like Hitler did, and nobody was as succesful as Hitler was

The statistics that were put together about Stalin by propagandists in the West are highly exaggerated. They took all of the deaths that took place in the Soviet Union - from disease, old age, casualties of the war, and everything else, and used this figure as the one attributable to actions of Stalin and his regime. Certainly, a lot of people died at the hands of the government, but, in reality, they were not interested in conducting massacres. They sent people to labor camps and used their labor. A good deal of these people died off fighting each other in a longtime prison gang war known as the "bit*ch wars".
Now, you take someone like Hitler or Bush - these guys are known for killing people by way of mass bombings of civilians and such. We have already been responsible for the death of over a million Iraqis. That still isn't as many as we killed in Vietnam, though.
Roosevelt and Truman killed huge numbers of innocent civilians with their bombing of civilian targets. Dresden and Hiroshima come to mind in this vein. In short, when it comes to the genocidal slaughter of innocent civilians, the United States can hold its own with anyone - Stalin, Hitler, and Mao included.
Ataturk killed like a million and half Armenians, I think. I don't know if that was as many as what Pol Pot killed or not. Pol Pot can be considered to have been a result of American policy, since Nixon and Kissinger (and I would assume, Ford and others) did what they could to keep the only force who was trying to stop him, that of the Vietnamese, from succeeding.
Anyway, I would go with Hitler, Mao (whose policies led to mass starvation), and Bush. Stalin's bloodthirstiness is exaggerated beyond the limits of credibililty. Someone should figure up what the actual yeild was, separating all of the people who died of disease and old age, for starters, from the talley that has been offered to us.
