Well, first, no space on the mountain is officially reserved for anyone. The monument was constructed in the 1920's and 1930's, when JFK was variously, a boy scout, a high school student, or a student at Harvard (RFK was even younger).
There was a movement to add an image of Susan B. Anthony to the monument back in the 1930's, but it was quashed. The sculptor originally intended to sculpt the 4 presidents from head to waist, but his death in 1941 put a stop to that.
Originally, Jefferson was supposed to go to Washington's right, but poor rock forced him to be relocated to Washington's left. You can take a look at this picture:

No ... nor should they be there. RFK was never president and JFK's presidency was way too short for him to have accomplished the things the others did. FDR belongs up there. He probably did more for America than all 4 combined. Pax- C

The trouble with art is that everybody wants to change it to their own liking rather than respecting it for what the artist intended.
It is a work of art, leave it alone.
If you want to go carve a mountain and put the faces of the Kennedy brothers, have at it. People will probably come to see that too once you are finished.

............I still think it is crass defacing an entire mountain side to celebrate four men.
I bet the Lakota would be really chuffed to know that someone was planning to add even more figures to it.
