Possibly someone running a spam program from their personal computer. All that i can tell is that it is from Texas.

The link doesn't do anything for me, except display:

"To view your foto, you need to have Microsoft Data Access installed on your computer."

a box, apparently for a video or something, and a download link for a Microsoft program.

It's an IP address that points to a comcast internet connection in Texas.
The page includes an embedded media player that may open a program. (msdataaccess.exe) Searching on Google I found that this is also a common name for a Greeting Card Virus.
Best thing to do is avoid clicking on any links you are not familiar with. Update and run anti-virus and spyware software at least once a week.

thats an IP address, either internal or external. Unless you've been notified by someone in an official position (internet help/provider or automated service) then I'd be incredibly wary of opening it, If you want to open it make sure to run a virus/spyware scan immediately afterwards.

It is a link to an web-page that is infected with Trojan-Downloader.JS.Agent.kd.

Do NOT click it. I took specialized precautions before I visited the site to prevent infection.

You were wise not to have opened the link.

Good luck.

Well, the IP address maps to Comcast (I used http://whois.domaintools.com/98.197.52.84 to find out), so you might want to contact their Abuse people at abuse@comcast.net and let them know about the spam.
