the tenths are usually part of a state tax.

They get a free tenth of a cent as they can not make change for a penny? Multiply that by 100,000 and they make a hefty profit on the side.
Just for Trivia. There was a man years ago worked in a bank. He just skimmed like a penny or nickle off the interest of the accounts and over time he made a killing. But, in time he was caught. I not sure how, guess it showed up in the bank audits.

That is a great question, I wondered the same thing. State tax would be a great explanation. I thought it was just a sneaky way to make another penny, but I'm dumb.
