This guy sleeping is sleeping under a tree inside of a parking lot. This couple walks by him. He asks the couple "what year is it?" and the man replies "it's 1976".

After that, the man got up from under the tree and walked to this nearby diner.

The man enters the diner and sits at the booth. The man asks for a cup of coffee. The man picks up a newspaper and the newpaper says it's 1952. The man asks a waitress "what year is it". The waitress replies "it's 1969".

There was a television set by the booth. The news was on. One the news, the reporter said the date was September 22, 1981.

What do you think of this story? I made it up. The man in the story is living in a world where nobody knows what year it is.

But what is the plot? All youi have given is a little scenario. There is no plot. There is no reason or explanation.

How do you construct a plot? Simple. 1) Everything is normal... 2) Some kind of conflict occurs ... 3) The protagonist and others try to fix the conflict ... 4) They resolve it... 5) Things are back to normal.

That is an over simplification, but that is basically what you need to do. In this case, something would have to happen to cause this conflict in this guy's life. Then he would have to identify it and set out to resolve it. First of all, why would someone wake up under a tree and ask what year it was??

That is how you set out to build a story. Stephen King says in his masterwork On Writing that one cannot be a great writer until they have become a great reader. So perhaps you need to read some great literature involving time travel. I would recommend Slaughterhouse Five and HG Wells Time Machine. There are others. See if you can get an idea from them how those two very excellent authors crafted such stories.

If nobody knew what year it was, their response would be "I don't know", not the wrong year or a year different than somebody else. I think that is what you meant anyway.
An interesting premise, you could expound upon it by saying time is flexible and all these people are living in their own time/space continuum, where time is relative to the individual and not dictated by a master clock in Greenwhich (that happens to be an imperfect science, as we know, why else are there LEAP years?) so 2 people born in the year 1950 might be at 1995 and another at 1969. Your hero character could be a re-incarnation of the last Mayan, the last civilization to get time relatively correct. Of course, their Calendar ends in 2012!
Don't worry, somebody will steal this idea before you can write it and register it and get an agent and pitch it to Hollywood. I might!

Perhaps it is the people he comes across do know what year they are in, but because he does not everything is in a time slow down or speed up, depending on the person he speaks with and the actual time they are in.

Keep it up....good idea
