I haven't found the Lufkin yet, but my Stanley's, my Klein, and the no brand name tape measures I have, have no dot at 6 1/2".
They all have differences though.
That being the case, I believe there is no particular reason for the dot.

Replacement tape? Otherwise I have no clue mine has a company logo there.

It's been several years, but if memory serve me correctly, that's the usual (average) height of a stair riser, height from one step to the next.
