It seems like the only way to meet other fellow bookmakers is to take a book arts class and they're awfully pricey.

I hope you are talking about people making books also called book-binders, not bookmakers as they are the people taking bets.

Try to put up a small ad in the shop where you buy your materials.
Or in the local newspaper.
If you want to do it on-line try with a crafts site where you can search on location, this site may help:

I have organized meetings by asking all the people to come to one pub for an afternoon.
Also community centers, senior citizen centers and art-schools often have places for people to meet and might already have some people making books in some occasions.
