To make it like a normal phone it would have to have up to date technology like 3G or HSDPA. Unfortunately Apple have decided against making a handset that is packed with the latest technology but instead made it out to be exclusive and have a sought after image. This ultimately makes uninformed people believe they will have the best thing on the market and spend lots of cash on 3 year old technology in a new box.

Do you want to buy a betamax VCR too? Or a cassette deck for your car? Have a word with yourself and get a high end nokia or sony ericsson for a fraction of the price and twice the number of features.

In the US it is $499 or $599 for the phone and plans start at $60 per month. The phone is more expensive because of the technology in it. The plan is the same as any voice/data plan with AT&T for a smartphone.
