Do a search for PeerGuardian on the web download and install, this will help block your ip..

No, your computer needs it to communicate on the Internet. You can re-route your IP through other IPs (via Proxy servers) but you're still traceable.

You can hide your true IP address by using proxy server, or you could use HideIP (http://www.hide-ip-soft.com/)
