It means the cycle of ammonia, nitrite, and nitrate:

1) First, at the beginning of the cycle, all ammonia, nitrite and nitrate are at 0.

2) Then ammonia rises.

3) Ammonia lowers a little, and nitrite rises.

4) Ammonia lowers even more, and nitrite rises higher, at this point, nitrate also starts to rise.

5) Now, ammonia lowers to 0 and nitrite rises to it's highest, and nitrate follows.

6) Now, nitrite lowers half way and nitrate almost to it's highest.

7) Finally, at the end of it's cycle, nitrite is 0 and nitrate to it's highest.

Basically speaking, Ammonia changes in to nitrite and nitrite into nitrate. Both ammonia and nitrite is a bad thing, only nitrate is a good thing.

Really, it only takes a day for the cycle to be over, after a day you can start adding fish, 1 or 2 fish a day. But it take 2 or 3 month for your tank to be mature, meaning everything settles into place.
