Well, I have always wondered, if you are in the passenger's seat, and have your face next to the wide-open window and the car is going 70mph, does that mean the wind is also hitting you at 70mph?

Or maybe it is hitting you at 70mph PLUS the amount that the news said it was traveling by.. I've always been so curious to find this out. Lol.

The wind velocity will vary depending on the air speed. If you are traveling WITH the wind, the velocity will be reduced. Against the wind, it will be increased.
Wind speed and the speed of the car are only two factors. The aerodynamics of the car may have a significant impact on the actual speed of the wind coming through your open window. That factor would vary depending on the design of the car.
