This is a gif file. Any good gif file editor will allow you to create a picture like this that when loaded, will change from frame to frame and do this. You can also use this utility to make tiny movies.

Download an animation shop. Here is a trial one.
Take different pictures and make a "film strip" type thing... but make sure they're all the same size.
You can also make different transistions and stuff to make it look prettier.

If you are referring to the small, quickly changing picture then all you have to do is make an animated GIF; which uses multiple pictures or "frames".

download this and install it http://downloads.sourceforge.net/gimp-win/gimp-2.2.17-i586-setup.exe
then download this http://downloads.sourceforge.net/gimp-win/gimp-gap-2.2.0-setup.zip
And install.
