What is that rather strange sound that comes out from a closet next to the elevator?
I'm a receptionist on the 1st floor of the building right next to the elevator. All day I hear a strange "whishhhh" sound everytime someone goes up. And when someone comes down there is a strange "shhhhhhhhh" sound.

As you can see, i'm bored at work right now and i've been hearing it all day.
Sometimes it's really quiet, then all of the sudden "whishhhh"
It startles the hell out me.

The air is not compressed highly enough in the elevator shaft to make whishing/swishing sounds through the door seals.

While most elevators are electric, some use a hydraulic lift type mechanism. The hydraulic type use a compressor to compress air, which in turn presses on the hydraulic fluid. The compressor itself is probably outside or in the basement, but the controls could be in that closet. Electric valves admit and release compressed air to and from the air-over-oil chamber with just the sounds you describe.

From time to time, a state inspector will check inside the closet, and also maintenance persons from the manufacturer will work inside there. I am sure they will be glad to show you how it works.

The elevator car rising displaces the air causing a reduction of pressure. The sound you hear is air leaning into the shaft through the door seals in an attempt to equalize the pressure.
When the elevator comes back down, the opposite is true.
There is an increase in pressure below the elevator car and the air is forced out of the elevator shaft through the door seals.

The sounds you are hearing correspond to the valve on the hydraulic elevator. The pump builds pressure and forces hydraulic oil through the valve in the up direction while in the down direction the valve opens alowing the fluid to pass through the valve back into the oil tank.
