There are two types of elevators. One uses a motor and cables positioned on top of the building to raise and lower the "cars" and the other is a hydraulic which uses a lift just like the ones you see in a garage that lifts your car off the ground.
The hydraulic type are usually in building of 4 stories or less and the machine room is next to the elevator. So what your hearing is the hydraulic fluid flowing in and out of the lift.

I live in a condo building with exactly the same setup. The motors for the elevator are in that closet (on the ground floor, right?), and the noise is the motors doing their thing to raise or lower the elevator. In the olden days (!), the motors were on top of the building, but not any more. The cables that lift and lower the elevator go over pulleys near the roof.

It's from the air pressure from the elevator going up and down, it's probably being magnified by the closet, being empty.
On the 26th floor of a certain hotel in Vegas, there was a fire years ago and several people were killed. When it's quiet you could here a whooshing sound coming from the area of the fire. It scared the hell out of my when I worked on that floor until I figured it out.
Of course all the older guys thought it was funny and compounded it with the guests telling them it was the spirits of the fire victims.
It was simply the elevator going up an down and pushing the volume of air in front of it both ways, it whooshes as it went by and the air leaked out the door seams, it did sound eerie though.

Joe V is exactly right on this one. elevators that use cables have the machine room on top of the building while hydraulic elevators have the machine room right next to the elevator on the lowest level.

That is the sound of the motor that lifts the elevator, together with the cables going around the pulleys. They put it in that service area near the elevator (which often has the sign ELEVATOR ROOM.)
