Comparable to New York or LA or no where close? Meaning New York and LA have a ton more opportunity. What do you think?

You need to ask yourself, what type of acting do you want to do? Literally you can act anywhere! People who work in community theatre as a hobby or past time are still considered to be actors.

Now if you want to do something with television or film, then you're chances of doing something big in Seattle are very limited. You need to be in LA for that, likewise if you want to do something on stage you need to be in NY. People often have the fantasy of being "discovered" in their city, but the reality is if you want to make a serious go of it, you need to be where the work is.

Seattle is probably as good a place as any to get started. NY and LA also have tons and tons of competition. You dont go there until you can compete.
