Does Water really filtrates Tar in Tabaco?

I was this cool video on meatacafe, so i need ur advice, if this one is working I will try to make one for myself. becuse I am a very hard smoker. so please help.

It does filter a bit of the tar and nicotine, but not enough to improve your health.
