i noticed that every one who passes by me on the road makes strange comments like keep moving or what do you want? or you disgust me? im like what the hell? do they somehow know im carrying stolen goods?

they just hate your guts.
maybe you shouldn't steal from people, get thrown in jail, and kill innocent merchants..
they just don't like you.
you can bribe them using that talk thing, or you can train your charm on them, so they can like you more.

The way people react to you in the game is all dependent on your reputation. If your "Infamy" is high, then people will be disgusted by you and most likely fear you. Being in the dark brotherhood, getting caught stealing, and other dastardly deeds all effect how the NPCs perceive you.
Do some good things and you will be rewarded.

Are you carrying stolen goods? Cos its weird that people will just say that. Is there anything in the news about you? I know long shot but is there a local newspaper saying anything?
