are these types of talent scouts legit?

The talent scouts I've ran into, are trying to scout for agencies not affiliated with the actors union and want to charge you huge sums of money. They look at everyone that comes into their office and tell them the same thing. The end result is that they want a lot of money, or sometimes they will tell you that the want a small fee for their service. This happens to a lot of new comers because they want to break into the business so bad that they bite on these offers only to find out later that they shelled out a lot of hard earned money for no reason. If I were you, if you want an honest opinion, always deal with people that are with the union. I don't care if it is SAG or AFTRA. They have to follow rules and they only make money when you make money. If you don't believe me, take the scout up on their offer, and watch how they tell they can help you for a fee once you get into the office. Very Sad. They will make it sound real good, they may even show you 1 or 2 people that they somehow helped. Run. Do it the right way so you won't feel like you've been had. Sag agents rarely scout because they don't have to. They can get hundreds of submissions possibly a day, so they don't have to.

PROSCOUT! *hiss*

Take it from someone who has worked with them--they only want your money. I know how they work because I've dealt with them before.

Someone from Proscout will tell you that you have potential or they have a job for you, and then they'll ask you for several hundred dollars. Whether this is for a trip to another scouting even, or fees for signing on with them, it is NOT worth it. It is VERY rare that they get people jobs, and they are NOT trustworthy. They robbed me of about $500, and they're still calling me for more money even after several years of telling them no.

Other scouting agencies might be legit, I have no idea. I've had experience with Proscout and a few others. Proscout, in particular, is BAD news! Stay away and wear garlic around your neck to keep them from sucking you dry!
