A theif steals a some of money and gives it to the gamblers as a stake to make more money. He says he needs a certain amount and the gamblers can keep everything above that amount. The casinos are not going to let the gamblers leave the building with all that money, but they manage to escape and hide in a church. The priest doesn't realize that when they confessed to what they did, they still had the money on them. The casino detective who is following their trail at a later date, eventually reaches the church.
Will he or won't he get the priest to tell where the money is hidden? Why does the thief need a particular amount? Are the gambler's a couple or do they end up together after this escapade? How do the gamblers contact the theif? Or do they find religion and give the money to the priest? Does the dectective catch anyone? Or does he like the way the money is being spent and reports back to the casino that the money lost, perhaps?

Always try to make your characters have suprising or interesting background. For example, in The Fifth Ring by Mitchell Graham, he slowly revealed to the audience that the town priest used to be a brilliant military strategist.

I'd go with priest and thief because I think you can do the most with them.
