If by "state" college you mean public school, or state-funded university, then the University of Michigan and UCB are usually number one and number two (interchangeably) in the rankings. If you don't live in Michigan or California, though, you'll end up paying the same amount to go to these state schools as you would a private school, due to out-of-state tuition.

U-California Berkely is great but so is U-MIch Ann Arbor. It's a very difficult school to get into.
I believe the SUNY system is the best overall, those are all the New York State schools. They have great programs in education and music, if that's what you want to do.
