Probably not. At a glance, the Hatch Act does not provide for criminal penalties for merely participating in the activities of others -- only direct campaigning, and even those are usually just civil (not criminal) penalties.
So, unless there is some specific provision of the Hatch Act that Bush directly and personally violated that carries criminal penalties, it would not be grounds for impeachment.
Not that it matters. There are plenty of legal grounds already that are beyond any rational argument. It's purely a matter of politics now, and under the political partisan reality, the Senate would never vote 2/3 to convict, no matter how much legal evidence is presented.

It takes time to impeach a President. It would be almost time for the new President to take office before this could be accomplished. Then VP Cheney would be President until a new President took office! It should have been done the day before he sent troops to Iraq for no reason! Yes, I know he told people that the Iraqi's had WMDs, but everyone in office knew before the troops were sent that this was not the truth yet no one in either house tried to stop him nor did they inform the people of what they knew to be lies! To my way of thinking this man is not the only culprit at fault, the Republican controlled houses are also to be blamed, lets not forget that no Democrat spoke up & called his bluff either, including two who are now running for President!

I was sure that using federal money as campaign funds was against the law.
Oh, yeah, this is the new land, the promised land....for some, few, wealthy individuals.
My taxes going to the election campaigns of republicans. I think I'm going to go throw up, and march on DC tomorrow. Anyone with me?

There are at least a dozen impeachable offenses for The Great Deceiver and The Great Divider. It is astonishing that no one has moved against this man. Is he protected by the Devil?
He certainly is not protected by God, and is a false Christian who commit ed Blasphemy of the Holy Spirit by attributing evil to God. He told the world "God told me to invade Iraq". I don't think the world believed him, and am certain this did not please God. This man talks to God like the Devil talks to God; through his works, which are evil, and twisted, and ignorant.
