Go to Download.com and search for RAS Image Converter. It allows you to convert pictures or image files to almost any image format you want. You can also make icons. The program is freeware, so its legal to use, and you don't need to pay. I have been using it for a long time, its very dependable.

Open your picture in MS PAINT Choose File>> Save As In the Save as Type dropdown choose JPEG.

Open it in a program such as photoshop and then save it as a JPG.
