In this case, given the additional information you've given (assuming you mean multiplied by one quarter, or divided by four):
2/3 * 0.25 =
2/3 * 1/4 =
2/12 =
1/6
0.167 is a rounded-off version of 1/6 (which is really 0.166666666... forever)
0.167 is literally 167/1000, which is just slightly more than 1/6 (it's 1/3000 larger).

Answer: 167/1000
For the measurement of 2/3 cup of salt divided by 0.25:
= (2/3) / 0.25
= (2/3) / (1/4)
= 2/3 * 4/1
= 8/3
= 2 2/3

2/3 divided by .25 is not .167.
here:
2/3 * 4/1 [which is the reciprocal of .25] = 8/3 which = 2 2/3 or 2.667.
i have no idea why everyone's thumbing me down..it reallly is right!

167/1000 since it has 3decimal places. However, if it is a recurrent decimal like 0.1666666666666.... then the answer would be 1/6

If you ever have a repeating decimal like this one actually is
0.166666...
and you want to put it in a fraction form, there's a trick.
Let x = 0.166666...
Then figure out how many digits are in the repeating part and multiply by 10 raised to that number. In this case, there's only *one* repeating digit: 6. So we multiply x by 10 raised to the 1.
10x = 1.66666...
Then subtract x from 10x (or 100x or 1000x or whatever you got in the last step)
10x - x = 1.66666... - 0.166666... = 1.50000... = 1.5
1.5 = 9x --> x = 1.5/9 = 15/90 = 1/6
