I'm making this costume for a friend for her birthday. IT's really hard to find reference pictures, so this is all I have.
Does anyone have an idea of what kind of fabric would be most accurate to the character?

She's a character from a video game called Legend of Zelda: Twilight Princess.
So as stated below, it is elfish, and foresty, though the character is a 'farm girl' from a very small village.
The plot of the game doesn't really say a time period, and since it's fantasy theres really no way to tell a certain period. But it's before electricity, I can say that.

Given the total look and feel of the character, pure cotton would be good. If possible, and if your budget allows, linen would look great as well. Look for a fabric in either case, that is not a tight weave...something you can see the weave in would look best. The decoration around the pant legs could be trim found at the local fabric store. The only thing that I think you might have trouble replicating is the embroidery on the body of the shirt. But, if you aren't obsessive about being perfect, get some cording, or wide woven braid and lay in the same pattern. Good luck !

I don't know what it is called, but they sell that stuff in all colors at most fabric stores. I bought quite a bit of it on after-Halloween sale for about $1.29 per yard. Any large fabric store will have that - in the costume fabric section. The white, purple and yellow are ribbons and trim that are also sold at most fabric stores. Take your picture in with you and ask a sales clerk for help. Don't forget to buy matching thread.

When I saw the pictures I immediately thought hand knit.
The top/dress falls like a hand-knit in baby weight yarns, you can also knit in the different decorations. But it will be a lot of work, and I doubt you can find patterns for it.
I would go for a knit fabric, and embroider the neckline and decorations.
For the leggings you can use the same kind of fabric or cotton or linen. (Or in fact almost anything.)

She looks elf like and forresty.
They make some lovely synthetic/faux leathers now that are pretty realistic and comfortable to wear. They are calling it microsuede and it is turning up on furniture and garments and the like.
I had some and cut out some thing that was roughly in the shape of an animal hide and I have a lot of people ask what animal it was from.

This style of dress is popular with teenagers today. Go to your local fabric store and purchase a pattern. Look on the back of the pattern to see what they will suggest.

Just use a simple cotton - stay away from synthetics (polyesthers - yes, they're cheaper ... but they don't "breathe')
... if you're feeling REALLY generous and can work this material ... silks are probably what they historically used on garments like that.

I think I'd look for a linen with a "rough" look -- you know, a visible weave.
