I would suggest that you get a used copy of the book, Drawing on the Right Side of the Brain, Betty Edwards and do the exercises in the book. It doesn't have a thing to do with anime but before you can draw what is actually a caricature you need to be able to draw a realistic face and body.
This book will formally teach you how to "see" what you're looking at. And most of us aren't very good at actually seeing what is really there. You can get a copy of it on eBay for about $3-8. http://search.stores.ebay.com/drawing-right-side-brain_W0QQ_trksidZm37QQfasiZ1QQfbfmtZ1QQfromZR10QQfsooZ1QQfsopZ3QQsabfmtsZ2QQsascsZ2QQsbrbinZtQQsbrsrtZdQQsofpZ4
or you can get a copy of her second book, The New Drawing on the Right Side of the Brain, for $7-12.

The book(s) will help you to develop the natural drawing skills that everyone has. Most people "can't" draw only because they haven't been trained. Finish either of these books, doing ALL of the exercises and in a few weeks or months you'll be drawing pictures of your family and friends that will have them amazed at your "talent." And then you can draw good quality anime characters. You can even turn your friend's faces into anime.

The sooner you make the first 50 mistakes, the sooner you will correct them.
If you draw 50 horses, something is going to begin to look right. Focus on the parts of your drawings that work or look correct to you... that way you don't get so discouraged.
Draw everything you see. Don't worry about cat scratch.
Very few people are really BORN drawing well... most artists work to draw well. Make a promise to yourself to do 5 (or any number ) drawings each day... you'll be surprised how quickly you improve it you do that.

Keep on drawing and practising, even just small sketches or rough pictures, try drawing in different styles to find your own unique style or the one you're most comfortable drawing in. =)
There's loadsa 'How To Draw Manga' books to buy and sites on the net that have step-by-step instructions too. Try using different mediums too, pencil, pen, ink, etc.

what i did was try to draw a "copy" of someone elses.
see how well you can do.

then just find pictures you think are a little harder to draw than the last one

my best suggestion is get a http://theotaku.com/ account, so you can look at other peoples work

i have an account and i post my drawings on it as well.
if you do get one, it's free by the way, add me please!
My username is Mskirbyrobot ok?

If you really want to draw-make it a habit, draw everyday, carry paper & pencils wherever you go, buy "how to draw" books, cartooning books, etc.-good luck (I've been hooked on drawing since I was a kid)

Use charcoal and get messy.... practice different mark making first. Use your fingers to smudge.... Use an eraser to draw with, as well as erase. Practice different thicknesses of line too and different depths of tone. You have to free yourself up you see and have fun!!
