Anything can be outlawed. People have even outlawed God at times in certain places. The problem comes when you try to enforce what you have outlawed.

Yeah if every single country joins the UN but then every country would be check/balanced knowing that attacking another country would lead to the rest of the UN retaliating. But even if that did happen, there would still be terrorism and uprisings related to citizens not agreeing with the idea of a single nation, there would be countries that would begin to feel inferior since population or power of a country would have to have some sort of value in like voting for laws etc.
So basically it would only work for a short period of time, assuming you could even get every country to join the UN.

President Wilson thought it could through his League of Nations; that worked approximately as well as prohibition did.
So, yes, war can be outlawed, but what you should be asking is if such a law can be enforced....

Why would you want to do that? Misery is needed to keep the people in line! Besides, death is a good business that rids the earth of breeders & puts bread on the table of the living! That's what I have always heard.

It was. It's called the Kellogg-Briand Pact and was entered into in the 1920s. The greatest example of something not worth the paper it was written on.
