JK Rowling never told us in the book whose daughter Victoire was but most people assume it was Bill's and Fleur's daughter. First of all, Victoire sounds very much like a french name and knowing that Fleur is french, we can guess that. Also, Victoire might be a form of "Viktor" and we know that Fleur and Bill were very fond of Viktor Krum, they even invited them to their wedding so they could name their baby after him.

In the interview she did the week after the book came out, she said specifically that Victorie was Bill and Fleurs daughter

Um, that's the epilogue, not the last chapter. And Victoire would be Bill and Fleur's daughter

Victoire Weasley is the eldest child of Fleur Delacour and Bill Weasley. "Victoire" means "Victory" in French, the mother tongue of her mother Fleur.
