facing toward you...so you can see where the edge is.

The other way is wrong and drives me nuts and I always change it!

Some states mandate that places like nursing homes put the paper on the holder facing toward the wall. I think this is kind of unsanitary. I feel it's better to put the paper facing the outside of the roll so that someone's hands may not come in contact with surrounding surfaces like cabinetry or walls reaching for paper. Seem unsanitary to me to do it the other way.

towards the wall allows for a better angle to pull the paper, when it is over the top depending on the distance from the dispenser the angle is awkward resulting in the selection breaking from the roll earlier than the user intended :-)

A question for the ages.

I always like it over the top. It saves trying to reach all the way back to the wall to find the edge.

so that's one vote for over the top.

It should roll off over the top of the roll, not out from under the roll; so the end is always visible.

torwards the wall, it allows you anyone to tear easily and you can grab it without worrying about it ripping a inch of tissue,
