We moved into a home w/ an established lawn May 1st. It is now the end of Aug. and the drought here has rendered the lawn to look like straw. It is way too expensive for us to water here, plus they have restrictions on it anyways. Will the lawn come back once the rains come?

It's dormant on the top and growing underground! You have nothing to worry about!!! If the turf was otherwise healthy it will green up again in the fall and especially in the Spring. In fact, an argument can be made for allowing turf to go dormant because the roots are forced to grow longer and deeper.
If the grass hasn't had a sustained rain fall in 6 weeks then you may want to give it an good early morning watering for two days in one week.
(thunderstorms don't count their heavy rains run off and dry up too quickly). After being dry for 6 weeks the lack of moisture may begin to kill some of the stalks.

Most likely it will. A lot of it depends on the type of grass. Once the grass gets stressed, I would not fertilize it until late fall and then use a 10-10-10. Your lawn will also become more suseptible to weeds when it is in this condition. You can spot kill the weeds and wait until the lawn has greened up before using any more weed killer on it.

Probably so. I have seen whole neighborhoods with brown roasted grass, but it come alive with a good rain or two.

To be on the safe side, call or go by a local nursery and see if they suggest throwing out grass seed this fall.
