Are they harmful to my maple or should I just leave them alone. I assume its not too bad or someone would have said something by now.

They appear to be Tree hoppers and they are on a species of Red Oak Tree. What region of the U.S. and I can probably tell you exactly which Tree hopper? A state would be even better. Tree hoppers eat the juices out of plants. Your picture is pretty good!
