There should be some kind of a catch on it to keep it shut. Some even have small rings on them that a pad lock will fit through. Take a look at it, and determine why the door is not staying shut. If you can't figure it out, or if the box is defective, then call an electrician to correct the problem.

sounds like the latch is not working, look at it closely [where the door latches, if its an out side fuse box there should be a plastic latch or a latch of some kind, if its the old type that lifts up to open it there's a small slot at the bottom of the door, there should be a small tab with a hole in it it may have turned back into the box, [it will pivot ] turn it out so the small hole is facing you,

Try adjusting the keeper ( the little metal piece that holds the door shut). If that doesn't work, try tape or velcro.
