There are also other uses for these items other than cleaning out crack pipes and cooking up a dose of smack.

All sorts of tools are legal to own, but illegal to use in certain ways.
Firearms are legal to own, provided you are of age and do not have a history of criminal activity or mental instability. However, if you use your legally own firearm to rob a bank; you are breaking the law.

youre right...take trix cereal off the shelf...theyre for kids...and you eat them with a spoon...that leads to crack.
