It is clearly Harry and Voldemort, are they in the Great Hall? What are they reaching for? I have my ideas but was wondering if anyone had read anything explaining it for sure.

If you have read the book, then you should know that it is a parallel view of what happens. It's more of a metaphorical image.

I'd say it's the final showdown in the Great Hall. After Harry cast the shield charm, all folks could do was watch him and Voldemort in their duel. So you've gotr Harry and Voldemort squaring off, in the background shadowy people watching and it's all enclosed in what looks like the Colleseum in Rome. The orange and red coloring even appears to represent the rising sun.

The cover art could even be the moment at which Voldemort died and Harry is reaching out to snatch the Elder Wand out of the air.

Literally I guess you could say they're reaching for the Elder Wand when it flies out of Voldemort's hand to Harry's. But metaphorically it's the struggle of them trying to get all the horcruxes before the other to kill one another.

Its at the end of the book, it is during the final battle in the great hall.

It IS, not possibly, is: at hogwarts, where voldermort and harry are in there final duel. it is when the eldar wand is in the air and they are both reaching for it. That is fact, JK Rowling said it in an interview
