This is the one that eliminated bilingual educaiton (or at least part of it) in California in 1998.

Is it still in effect, or has it been ammended?
Can someone update me on this?

The proposition didn't ban bi-lingual education, it just mandated english be taught as rapidly and effectively as possible. That generally meant immersion or modified forms of immersion (which, in a sort of loophole, can often amount to bi-lingual education - for instance 'all instruction' may be in english, but some of it may be previewed or reviewed in another language), but bi-lingual education could continue with written parental consent.

At the time, it was thought that parental consent clause would not be used much, but, apparently, quite a few parents were willing to get involved when it meant having thier children continue to learn in thier language, as well a english.

So, bi-lingual education is still being used in CA, it's just not the default anymore.
