I have uninstalled and reinstalled the network driver under Device Manager w/o success. I have also preformed ipconfig /release and then ipconfig /renew on the laptop w/o success.

Apparently that model router has problems with its default configuration. You will need to log in to the router (http://192.168.1.1, username: (blank), password: admin) and configure it to the appropriate settings (DHCP, port forwarding, auto IP renew (for the rotuer itself), etc)
If you don't know how to do this, call tech support and they can walk you through it. Alternatively, you can demand they give you a different router or you will switch to a different provider.

Honestly, I've had problems with Actiontec in the past -- very poor brand of router (and they don't support their garbage unless you're willing to pay big $$$ for support call)
