i want to start a web based service

what software , databases i would need for that
how much can such a website cost
and how to maintain it

Most web hosts provide databases such as mysql, postgres, and languages such as perl and php with a hosting account.

Other than that you will probably want a basic html editor. There are several decent inexpensive/free ones available.

You need a webhost -- they're cheap. Along with the webhost you would want PHP, Perl and MySQL support -- all these things are generally included. The biggest expense is finding someone to build and maintain your site.
