Sound like the perfect job for a torch weeder/ they are cheap and work exceptionally well. For some reason they are used a lot in Europe but have not caught on here just yet. They work great.

Long term weed control. I have Weed-x cloth around my roses and it has grass on both sides of the area. I had a bunch of weeds at first but this fabric works great! It's been about 5 years and the fabric is still weed-free and no weeds and no grass are growing through the mulch (I used about 2 inches of pine bark) and my roses are really healthy! I bought my weed-x @ Wal-mart and it's less trouble than some other landscape fabrics available. The problem w/ black plastic is that it can prevents water from getting to you roots and could harm your plant. Newspaper works okay for a while but doesn't last long and weeds come back. I just covered the weeds w/ the fabric and secured with the staples- didn't use roundup or anything.

you have to pull out the weeds/grass by hand. Using a weed killer could kill your rose bushes. After you clean around them, you can use a weed barrier (a strong fibery cloth found in Lowes, Home Depot, etc. that will allow water to still reach your roots). Be careful of the plastic kind, it rots & some weeds grow straight through it. After you use the barrier, place a couple of inches of a wood mulch around the bushes. It helps retain the water on the root system. Roses like to be fed and watered too! =)

pull out what you can, lay down a large circle of black plastic or several layers of newspaper around the bush, cover with mulch. Anything under the plastic and papers should not come back.

dig them out by hand... that is about it... or if you have too large an area, put down "weed matting" and cover the whole area with 4-6" of mulch.

pull them out, hoe them out, dig them out and if your Very careful you can use roundup spray to kill the weeds and grass
