I would say the numbers 1-9 should be in the ones place, not the tens.

The digits do not line up as a list of numbers normally do, such as a col. of dollars and cents. My best shot.

There isn't one, it's just a chain-letter.
Okay, there is an original version of this in which three "zeros" -
000
are written as O's -
ooo
But now they are mostly fakes.
