It will.

I have had several cars from the late '50s/early '60s, and the best thing I've found yet for Chrome polishing is NevrDull. http://www.nevrdull.com/. So, after you clean your rims with car wash solution and water (and use an old dishwashing cloth or rag to really get the gunk out), dry the wheel and use Nevr dull to get it really shined up.
