On a dell laptop, you can hit Function & F8 to toggle your laptop display with a connected projector. But what if your F8 key has quit working? Is there a software program I can use to toggle between the laptop screen and the projector screen? As of now I can't display my laptop screen on the external projector. Any tips?

I do not know how to run the projector as an application. I'm mostly using it to project powerpoints or other software onto a large screen for meetings, etc.

Sure.
If the projector is running as an application, then while it's up and running, you can use, Ctrl+Alt to toggle between open windows applications, browser windows, and your projector.
