Does my UK mobile need to phone the international code for a cell phone based in that country, if we are both in the same country at the same time?

If that person phones me, do they need the +44 code, or do mobiles not use the +44 code? (I think it is only for land phones isn't it?)

You both need to use the international codes.
I think you'd need to dial +7, then the number and your if your friend is from the Russian Federation, they should try 81044, then your number.
Oh yeah, you may need to drop the first 0, so instead of dialling 07814xxxxxx they'd have to dial 81044 7814xxxxxx.

It is because each transponder ( or mobile phone mast ) services a small area. Thus the country is split up into a collection of these areas or cells. As you move around, you phone automatically connects to the transponder with the strongest signal. In some areas the signal is blocked by buildings etc and so you can't use your phone mobile phones were originally called cellular phones and the Americans have stuck with the abbreviaton cell phones

If you are both in uk then you dial the full international number for the russian. He just dials your uk number. If you are both in russia then the other way round, ie you dial local number, he dials international. If you are in any other countries then both dial international number.
