The reason I'm asking is because it's stupid ! Businesses ALWAYS have to accept the old currency anyways so the counterfeiters can just keep making the OLD currency ! This isn't solving anything. What a waste of tax money

Actually it does help. Businesses only temporarily have to accept the old stuff until it's retired from circulation.

Counterfeiting is illegal because, if successful, it reduces the value of all other real monies held by the rest of us. Paper money wears out. A dollar bill only lasts about 8 months. Twenties and hundreds last longer, but hardly anyone would bother to counterfeit one-dollar bills, because it would cost them the same effort to counterfeit ones as it would hundreds.

When they changed the face of the paper money they incorporated many changes that you do not see. I don't remember what they are but you have to hold it up to a light to see what is hidden there. As I remember there is something hidden under one end of a $20.00 bill which can only be seen by holding it up light. It has been over 5 years since I did that type of work. Ask your bank the next time you go.

They have to reprint money anyway. Paper money is always being, basically recycled. Once it becomes too used to be used anymore the government disposes of it. Unlike coins, paper must be replaced much more often, because it is much less durable. Why not make it more secure?
