2 things : one, clean your screen and wiper blades with a cloth dampen with Vinegar. Two. you may have a windscreen who is "Worn" ! Many years of fine sanding scratches, say in dusty areas, have left the outer of your screen deglased. I have the same on my old Mercedes. It's only noticeable in very sunny times or when it rains. It is then constantly blurred.

Use a rag and toothpaste and wash the glass. This will remove any film that is on the glass. Now wet the glass down and turn on the wipers. If you are still getting streaks, then the rubber on the blades has hardened from sitting out in the sun or just with age. Replace the wiper blades and that should do it for you. good luck. The blades should be replaced at least once a year to make sure you have clear vision.
