not sure what you are talking about. Are you talking about the foreskin? If it is a foreskin (so links to medical sites below) then yes it is both normal and natural. Some unlucky guys are circumcised as a baby and have had theirs removed against their will. Thank your parents that they let you keep yours. Just make sure you pull the skin back each day to clean underneath it when you shower and each time you pee pull it back as well. I'm natural and so are many of my family and friends.

Evidently you know few about your sexual organs!
The skin attached is the foreskin or prepuce and is an important part of the penis. Usually by a surgery - calls circumcision - that skin is cut away for some medical reason.
Foreskin has to move freely around glands (head) as like as happen during sex or masturbation.

Yes, it's normal. Some men have had this skin surgically removed, which is NOT normal. You are fine -- like about 85% of the men in the world, the ones whose foreskins have escaped being butchered.

perfectly normal-in time, it will most likely release entirely-depending how old you are right now. Whe a male is born, the 4skin can be attached to the glands almost entirely and thru to years to maturity, the skin cells shed releasing the skin.

At the bottom it is normal....not the front....sort of like the tongue tie at the bottom of your tongue when you look in the mirror.
