Fish do sleep. Lots of fish sleep at the bottom of the fish tank. Has nothing to do with closing the eyes.
Selling fish professionally for many years, I've observed many species asleep.
Angelfish sit in a very large compact school, as do many other kinds of fish, directly on the gravel.
That is one reason why no parasites should be in the gravel. Other fish like catfish and sharks, prefer caves and hiding spots and lay at the top or bottom of them.

No fish do not sleep they have no eye lids to close, they just rest in one stopt for a while! And go go down a little deeper in the water were its a little cooler!

I'm pretty sure they can sleep but they have no eyelids so they can't close their eyes.
