I've been to both and definately preferred Portugal. It's less expensive, less touristy, nice food (try the codfish and natas which is a crispy custard tart- soooo good!) Good weather all year around too.
Porto ( the city up north) is good, a very latino city. You can travel down to Lisbon on the train in a few hours- Lisbon is good, lots to see and do. I haven't been south to Algarve, but it's full of beaches and British tourists apparently. The islands would be lovely too I've heard, esspecially Madiera. Have fun- I LOVE Portugal, people seem to miss it on their European travels but it's worthwhile and I dream of going back...

Portugal, it's absolutely beautiful and there's actually a lot more to see then people think....plus it's not as expensive as Spain...

I suggest both - depending on how much time you have. Portugal is somewhat under the radar as far as vacation planning, but there is plenty to see and do there.
