I don't know if Bob McNair, who owns the Texans, is the dumbest NFL owner. I'd say that would be Jerry Jones, who just hired a complete moron to coach his team.
My criticism of the Texans going on five years is that they've never addressed their glaring needs at offensive line. That's why David Carr kept getting sacked - he didn't have a good line to protect him. Last I checked, they still don't have a good line. So, in the 2008 Draft, they HAVE to go O-line (and I hope someone from the Texans is reading this).

I think what they are doing is smart. Yeah, they don't have Bush and Quinn, but what good would they do with such a horrible o-line. New Orleans had the advantage of playing in a weak division (without the Colts and Jags) and had a good o-line to help Bush excel. I don't think Reggie Bush could do any better than A. Green will do if Bush was a Texan. In New Orleans, his stats will be great, but the Texans are always behind and they signed A. Green for like $40 million less than what Bush would have cost.
The last couple years they have focused on defense. And you pointed out their 4 really good, really young players that will be around for a long time (similar to the Bears about 5 years ago). I think next year they will start building up the offense and o-line. It's not going to happen in a year, it's a process. A. Green and Schaub will do good enough with an excellent coach in Gary Kubiak.
I think they are on the right track. In three years, they will have an offense and defense good enough to compete with the Jags and Titans (possibly the Colts, if they keep losing defensive players like they do...they invest so much money in their key players-Manning, Harrison and Addai; they can't afford to keep any other playmakers).
I think you are over-estimating Moulds. He didn't produce, and they didn't want to overpay for someone who doesn't produce. I do think they should have pick up someone in free agency (Horn, Stallworth, or Bennett), but they did already buy A. Green and Schaub. I think Texans fans need to give their team a few years to show their fans that they are improving their team. You don't want to waste draft picks by picking great talent with no support around them or you will become like the Browns and still not have improved after 9 years of being back in the league.

He may not be the dumbest, but his moves right now make him worse off than others. Matt Millen should be considered that he was the one who drafted the busts of the decade like Joey Harrington,Charles Rogers, and Mike Williams. So I think Matt Millien is the dumbest GM in the NFL.

Owners don't typically make personnel decisions.
As far as Reggie Bush, at the time passing on him looked like the smart call because they had greater needs elsewhere. They had a solid RB...their GM (the one who, to all of you who don't know anything about he NFL, is in charge of making personnel decisions) wasn't a psychic and couldn't know they'd lose that RB to injury that summer.

Rarely does a team go from cellar to attic in the course of a single season. The Saints did it last year, true. But they drafted well and picked the free agent wires nicely.

I dunno... I think Georgia F. should be included in that list... she is dumb as a stump when it comes to making team decisions. Only saving grace for her is that the management in St. Louis know a little more than she does and she tends to stay out of their office.
